We made an app where You can create groups of different interest, use GPS location to free of charge post an ad of Your job you want to be done. Users who wants to do jobs, can search with different filters and apply for one or more jobs. User with the ad, gets notification, and when he pays service fee, he gets all information about the user who wants to do the job, and can close the deal him self.
